In 1983, Prof. Mahmutoğlu graduated from Istanbul University Law School. He completed his master's and doctoral studies at the same university. Between 1988 and 1990, he received a scholarship from YÖK and did academic research at the Max Planck Institute for International Criminal Law. Prof. Mahmutoğlu got his PhD in 1994 and his habilitation in 2000, and he has been a professor since 2008. During his academic career, he not only participated in many national and international scientific meetings and authored more than eighty scientific articles, but also worked in the High Judicial Commission of the Turkish National Assembly and represented the Union of Turkish Bar Associations in the drafting of the Turkish Penal Code No. 5237 and participated in scientific meetings on the Turkish Penal Code No. 5237 and the Criminal Procedure Code No. 5271. He was also a member of the Board of Directors of Istanbul Bar Association between 2006 and 2008 and a representative member of the Board of Directors of Istanbul University between 2008-2012. Prof. Mahmutoğlu is currently practicing law and continuing his academic studies as a contractor at the Department of Criminal Law and Criminal Procedure at the Turkish-German University.
