SHORT CV

Karl-Heinz Oehler studied law at the University of Hamburg. After his legal traineeship (including a module in the Directorate-General External Relations of the European Commission) he worked as an academic assistant at the Chair for Constitutional and Public International Law of the Saarland University. 1983 he became a judge in Hamburg; temporarily, he worked as an assistant at the State Office for Legal Examinations. In 1989, Karl-Heinz Oehler joined the Federal Ministry of Justice where he served inter alia as Head of the Section for Treaty Law; Head of a Directorate for Private Law, and Head of the Department for European and Public International Law. Highlights: negotiations on the Schengen Convention (abolition of border controls in the EU), negotiations on the revised Supplementary Agreement to the NATO Forces Agreement, representative to the Committee of Senior Officials according to article 36 TEU (police and judicial cooperation); negotiations on several directives in the field of consumer protection. Unfulfilled wishes: a convention on the insolvency of states, and a European Civil Code. Karl-Heinz Oehler retired in 2015, he has lectured at the Turkish-German University since 2016, mainly in the fields of Public International Law and EU Law. – He is a “Sustaining Member“ of the European Law Institute (Vienna).
